I have been using mobilepage.net for doing this. It is spot on, and while it may not be free, it is very cheap. They have the same public and private group concept, I have heard they are getting ready to support advertising headers that the users choose to offset the cost of the message. They do not do SMS, only phone.

[...] Jyngle is similar to Loopnote, you can create an alert service for a contact list or group. Rather than members in the group alerting each other it is more leader to group based, ie. one person send out the alerts. [...]

I have been using www.ohdontforget.com daily. Same basic concept, but without the 'group' functionality. It's super clean and simple and you don't need to register. Oh, and it's completely free.
