Satellite radio was "grandfathered" in the DMCA (as a pre-existing subscription service) and is treated differently than all other digital services. Going mobile doesn't solve the royalty issue. Legislation has to be changed so that royalties are calculated the same way for satellite radio and other digital music services (internet, mobile, etc).
