I am in no means a fan of MADD - they have long outlived their usefulness and are more intested in abolishing liquor these days.  But these systems are useful since banning a person from driving doesn't work.

The systems in question will not function if they detect something up with the sensors.  You need to pass the test in order to start the car.  They also repeat the tests periodically to combat someone sober starting your car and you taking over.  These systems are more useful for people who have been busted for DUI's (a more common issue considering the lowering of the thresholds to .8)  and need to use a car for work etc.</description>
