Sprint selling ‘HTC Touch’ starting November 4th

Hey, have you been patiently waiting for the HTC Touch to be released as part of Sprint’s Q4 offerings? Well, it’ll be here pretty soon.
The phone "will be priced at $249.99 with a two-year subscriber agreement and a $100 mail-in rebate." I’m pretty sure that means that it’ll cost $250 after rebate but these slick-willy PR people have made an ass of me plenty of times in the past.
Sprint-exclusive content will include access to the Sprint Music Store, Sprint TV, streaming radio (including Sirius), and on-demand "sports, weather, news, money and more customized by zip code."

That’s great. However, the Brits are doing better. They offer the HTC Touch for free with a 18 month contract with Orange. As well as an Intendo for free. Why can not AT&T, Sprint, etc. do the same?
