Two bills passed in the House yesterday concerning ISPs’ responsibilities for reporting child pornography. The first bill dictates that "ISPs would have to inform the National Center for Missing and Exploited Children of the Internet identity and geographic location of suspected sex offenders and the time child pornography was downloaded."

The ISPs would also have to archive any images for use in investigations. Should an ISP fail to report any unlawful activity, it’d be subject to "fines of $150,000 per image per day, up from the current $50,000." Any subsequent case thereafter would incur penalties of $300,000 per image per day.

The second bill doubles the amount of funding for the National Center for Missing and Exploited Children to $40 million per year, guaranteed through 2013.
