One could think the reason behind this is money. I do not have the slightest idea about how launching of such kind of satellite is done, but I am sure there is a way of bringing it back as it has been launched. However, I'm quite positive that such scenario would cost lots more money than actually the missle fired (or going to be) at it.

Well ,will that not cause more problems instead....Shooting it means breaking it up...large particals may fall down but the smaller one which stay in the orbit...we are gonna have a problem with them ....every country will have to keep a track of them as they may cause a known damage to the already known satellites and the new ones that are about to be launched

Actually, we (the USA) joined a few other countries in great protest over China downing one of their own weather satellites just a short time ago. Conspiracy theorists might wonder if we launched a defective classified satellite just to shoot it down with a classified missile in order to verify our own capabilities to take out satellites.
