		<description>Jesper's explanation is great, but a bit scary for the less techsavvy.  You can also change the value of the "Start" key in from 1 to 4 in the intelppm folder in regedit.  This can be done in Safe mode, or even better, just change the key before installing SP3.  I did the latter after going through the process of uninstalling SP3 then researched the problem.  Changed the key and then installed SP3 and had no problem.

If you're working on a lot of HP/CPQ with AMD and OEM OS, just do the .reg file thing (cut/paste this):

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\intelppm]
