Case in point, I just decided a month ago to get a new 360. I had previously purchased content, and used the License Transfer Tool to reassign the licenses to my new console. The problem? 2 days later (Yes, days) The console went belly up. Not even two weeks after I purchased it. I exchanged it at the store, because let's face it, 5 minute turn around, or 2 weeks? Not a tough question. Now I can't use the tool to retrieve my content, and have spent a total of 3 hours on the phone with MS basically being told that I'm screwed. So if someone else wants to play the game you bought, or you want to play offline, then the license has to be assigned to the system that you're playing on.
