		<description>I think it is more likely this is designed so those being observed can&#039;t tell if a camera&#039;s pointing at them. This also explains why its windows  seems to be tinted, not all hide a camera.

If so this doesn&#039;t detract from, as you say the feasibility of building and deploying a 360 degree system like this.</description>
