		<description>I would probably describe it differently. With hi-speed cable your bandwidth is shared with all of your neighbors who are on the same spigot you are on.

If everyone is using the internet at the same time, the bandwidth is shared among all of the users. So this is not really a minimum speed. It is the maximum speed for the low-end tier.</description>
