Their primary concern was getting the control software to work properly. The power system is designed as a "pack", and once they perfect the system itself, they can work on upgrading the power pack with something more high-tech. Trying to develop all of that at the same time just complicates things, and the power system isn't the focus of the program. And they've been putting that set of horns on those things for years, since the first time they took it to Texas for a demonstration. Those guys have a really fun sense of humor.
