This is an official vid from Valve. They have a whole series of these.

I’m not sure how this could be mistaken for an unofficial video, despite the fact that Valve hasn’t acknowledged it yet. Even though the high quality animation could possibly be done by someone else, a fan would be hard-pressed to get the official voice actors.
