The firs thing they do is subpoena your cell phone record, if you were on a call, then they don't pay. I guess if they see you have a GPS device, then you would have to prove that your were NOT pushing buttons at the time. This isn't a court of law and you are guilty unless you can prove otherwise. I've been a long time user of GPS devices and I have found that using a cell phone with GPS on it that is not affixed to the windshield in front of you can be very dangerous.
